The tide decides.
A forecast tells you 18 knots from the south and calls it a nice day. Over the Salcombe Bar on a falling tide, that same southerly piles into the outflowing ebb and stands the sea up into short, steep, breaking water. Daggerboard knows the Bar is wind-over-tide sensitive - so the verdict flips when the tide turns.
Wind and tide run the same way. The water lies down - flat and fair over the Bar.
